Rust Monster is awarded for freezing or disarming, then killing 25 Iron Atronach Spiders during the fight with Prime Sorcerer Vandorallen in Exiled Redoubt.
The relevant mechanic is Iron Charge: Vandorallen occasionally mounts up and summons several Iron Atronach Spiders, in response Lucilla creates an ice shield somewhere on the arena. Hiding under the shield will make spiders try to follow, as they're melee attackers, and freeze on touching it.
