Before accepting Three Tender Souls, he will be guarding the bridge near the Ample Domicile:

What can you tell me about Stormhold?

"Ah, Stormhold! This was our home until the Dunmer … oppressed us. Now it is not a proper Argonian town, not like it once was.
Still, it is a good place for Shadowfen's vicecanons. Here, they can deal with all kinds and still live in comfort."

When did Shadowfen get vicecanons?

"When the Pact was formed, three heroes of the Akaviri War—Hrondar of Skyrim, Servyna of Morrowind, and Heita-Meen of Black Marsh—were chosen to keep the peace here."

After accepting Three Tender Souls from Aide Diina:

"You look new here, stranger. I hope one of the other aides directed you to speak with Vicecanon Hrondar.
You can find him in the center of town."

While you're investigating the murders:

"I was told Vicecanon Hrondar asked you to investigate the murders.
May you find the secrets hidden in deep waters."

After the quest:

"First, Argonians and Dunmer disappear. Now a vicecanon goes missing?
The other vicecanons can't ignore this."

After The Skin-Stealer's Lair, he will mention Hrondar's replacement:

"How to say? They … oversee Shadowfen. Two were heroes in the Akaviri war: Vicecanon Servyna from Morrowind and Vicecanon Heita-Meen from Black Marsh.
Gerent Kaild is from Skyrim. He replaced Vicecanon Hrondar. He is new, so I cannot tell you about him."
